The program allows cities and counties to provide incentives for the development of affordable housing, if it meets certain requirements. (The incentives include density bonuses within the urban growth area; height and bulk bonuses; fee waivers or exemptions; parking reductions; and expedited permitting.) The bill would allow tiny houses to be built inside or outside the urban growth area.
